Rationale
Bone-based facial rigs can use the Action constraint to drive "poses" (but not actual Poses) with controls, but this is a hacky approximation of Shapekeys' behavior, and not fit for any actual work or production.

Being able to drive the Influence value of Pose Library Poses with Curves in the Graph Editor, like Shapekeys, so they can be blended together and selectively cancel others out, etc. is the last thing needed for robust, extensible rigging.
