Rationale
A little like the pre-defined colours from 2.4 I think it would be useful to have a user-defined list of colours available when selecting a colour.
I envision a list of colours next to the current colour picker. Maybe even a method to define colours with names attached.
This can make colour co-ordination across a project simple, colours could also be imported like other objects.

You are right but I'm sorry, but we (at least on the Unigraphics side of the NX equation) have never used a 0-255 scheme to designate the RGB values in the .cdf files.
chicago real estate We have always used the 0-1 'parametric' format.

Maybe same kind of palette can be create in object mode to set object color or material color.
