Rationale
It'd be helpful (and familiar) to be able to copypaste the positions of UVs in the UV Editor, similar to the way we can copypaste Poses in the Action Editor.

This functionality is particularly helpful when working with multiple UV layers and want to repeat a duplicate layout on those layers.

copy and paste even on a blender-wide scope seems a little odd...
the mix of using buttons, operators and keyboard combos is confusing. OS level interaction is also a little inconsistent on MacOS... Ctrl-C , V to copy and paste within blender text editor but Cmd-C , V to copy and paste to the OS buffer. often this results in lost formatting - especially with IDLE (for python).

not sure what the ideal solution is but can anyone think of a more consitant copy and paste system for all the different panel types?
