Rationale
being able to get a separate file that is a material. something that could be loaded up into other programs.
I believe that this could be a very useful addition to Blender. Thank you

What file type would it be saved to, and what other software packages could it be opened in or imported into?

well i was thinking something that was universal, something that could be opened in maya 3dmax, and all others, so it could be multiple different file types

Then its fbx export? I guess a standard for shading is also renderman format?
blender materials support specific procedural textures, so it's impossible to export these without baking them to a specific model.
Also, not only blender, but other softwares too support multiple renderers, and for each of these renderers usually materials are incompatible, so it would have to have many options, like "3dmax vray" "3dmax mentalray" "XSI mentalray" "3dmax finalrender" e.t.c.
I wouldn't recommend this idea to get from sandbox as it is, since it doesn't give much sense to me.

Yeah, this is super easy.

I made a material->json->material script (minus nodes & images for now) without too much trouble.

I think it'll be a bit hard to define how this material export should be handled. Perhaps an exhaustive list of all needed material formats would be good?
