Rationale
The align functionality integrated in Blender is very limited/specific.
While there is an align tool available. This tool does improve the ease of aligning in specific situations, it still isn't nearly complete. Aligning objects is quite often demanding a lot of follow up actions. Also some specific alignments can't even be made with current align &| snap tools. Aligning a selection (multiple objects) at once to a reference object (active object, or the selection itself, or the 3D cursor, or a parent). When making complex (or simple!) animations, architectural or process visualizations, advanced aligning is regularly a major task, involving many objects and selections, required to be aligned exact to any type of reference. There isn't always a vertex, edge, face, object center, etc. to align / snap to. Also not always are the measurements known or easy to obtain. When modelling complex or massive scene's or animation, it will be very handy to have an better alignment tool available, which can be used to align on the fly, quick and exact. So precise tasks (gears matching, nuts, bolts, organic shapes, geamoterical shapes, etc) can be aligned without a lot of thinking, let stand a lot of actions to achieve these.
