Rationale
Compositing node trees are very complex and delicate. They are very hard to transfer from one scene in a blender file to another, except with a full copy.
Blender allows a Background Scene, on the Scene properties tab. This points your blend file to a different scene when rendering. Because Blender's compositing is so complex, and is arguably the only part of a scene that you can't successfully link to a different scene, it would help to have a property (ala Background) that points to a Scene. Then, when Blender renders, it would use the referenced scene's compositing nodes instead of the active scene's compositing nodes.
