Rationale
When using an image sequence as texture source, it's not possible to control its framerate.

Solution 1 is complicated.
Blender would have to do some kind of frame blending to get a smooth animation.

Solution 2 seems doable.
Using the same "step" mechanism as used in the render settings would easily allow you to skip frames.

The best solution would stil be re-timing your animated sequence in a dedicated app like Lightworks.
