Rationale
Blender is not so well suited for Architectural/precise modeling, we could basically make it into a CAD by slowly adding a few things! P.S. will not damage organic modeling by a bit.

More things that could be added:

3) Add Mist components to edit mode:
Text boxes and Dimensions. Could be optionally visible in object mode.

4) Edge display options: Thickness, type. not visible in shaded mode.

5) Face display options: Wood, metal and other patterns. Not visible in shaded mode.

1&2) Actually, when snap is enable by pressing A you can add what is under little circle as a target. That way, you can precise the two vertices of a edge and so, object will be snapped at the middle of the edge.
It can replace some of your snapping tools proposals.
Do you know that you can define transform orientations corresponding to active selection normals ?

From my POV, I don't see any interest to your solutions 1, 2.
But I am agree to vote for your other solutions.
So please don't group all your proposals in one solution.

Jester, Those are extra (To finish up making blender suitable for blueprints), not really related.

I will separate pont 1 and 2, for separate voting.
