Rationale
I think a good addition would be changing the metric scale dimensions to cm by default.
Currently if you type in 200 in the transform panel it defaults to 200m or 66 yrds and not 200cm/ft as one would expect.

I dont really see as many situations where someone would want to create an object that is 200m long so perhaps it would be better to change this.
Also i think it would be better to remove yards and just use feet as currently you cant add feet above 2ft without it defaulting to yards. (or make a check box to allow both)

Metric scale dimensions is a new feature.
When you export an object with 2.49b, one unit equal to one meter.
It was the default.
But new users can set their startup.blend with a scene scale to 0.01.
It could be annoying for old users to have to resize all their old .blends.
