Rationale

It would be nice to be able to hide scrollbars (especially for Properties and Tools where a scrollbar can be > 10% of the total width, maybe in Nodes, User Preferences etc.) since they take a lot of space and are not necessary.

In 2.49, everyone scrolled with the middle mouse button, so anyone who wants to keep scrolling like that should have the possibility to and the advantages of doing that (mainly on small 5:4-monitors, a scrollbar wastes a lot of space).

Would be really nice, since i also dislike the scrollbars, which only waste space. I'm used to use the middle mousebutton and now the scrollbars wasting space, summing up to about 80 Pixel in default layout (properties + tools + buttons). At least they should use no space if they aren't needed for scrolling. Currently i'm using an display with 1400x1050 px and it already gets uncomfortable.

I like solution #1 very much to be able to deactivate scrollbars seperatly for each window.
Scrollbars are useless in most cases, but in special cases I like to know how big the hidden content of a window is.
