Rationale

When I change a shortcut, it doesn't always work, this seems to be because there is another command using the same shortcut. Also if I'm trying to find a shortcut and don't know the name of the command, it can be difficult to find it.

Have the search functionality under input search through keyboard shortcuts. So if you type "Ctrl U" into the search box, it would show all the commands using that shortcut.

When a user sets a shortcut that could interfere with another existing shortcut it could alert the user to this issue, so that they might correct it immediately.

I'm not entirely sure if you can search keyboard shortcuts by key combination (Only by functionality I think) but there is a python operator that tests shortcuts already. From the spacebar operator search menu, search for "test" and it should be the only one there. Guess how I found it? :)
